Minimum Order Quantity is being enforced on invoicing?

Up until a couple of days ago we could invoice lines that were less than the minimum order quantity. Now getting message minimum quantity must be XX. It was my understanding that minimum order quantity was exactly that...order quantity, not invoice quantity. I am getting not much support from NetSuite anyone having similar issues?
