Missing Bill Button

My Sales Order is in Pending Billing status - I'd like to generate an invoice via UI but the "Bill" button is missing.

More info that may help:
- Enabled Advanced Shipping
- Not using PickPack
- Enabled Bill in advanced of fulfillment
- Create Deposit button is here
- Bill is NOT in the list of actions in Custom Forms -> Actions
- Bill run schedule is able to generate invoices

Any tips on where to look/how else to troubleshoot?
