Paying Benefits Vendors Against Payroll Deduction Liability Accounts

I'm new to NetSuite. My NetSuite configuration does not allow me to pay an invoice and charge the debit to a liability account.  Most companies probably put payroll deductions into liability accounts and pay vendors to those liability accounts.  If you do, how did you get NetSuite to let you choose the liability account?
