Merchant e-Solutions - Canadian Processing failing since Friday (IP Address Rules???)

One of my customers has all their Canadian Credit Cards failing since Friday the 12th.  I see there is a notice that they have IP address rule changes that (supposedly) do not impact the interface.

Might they be wrong?

Is anyone else having an issue with Merchant e-Solutions today?
