Tax rate increased but quote did not update

We use the native NetSuite tax system. We update all tax groups monthly, but had something this month that I am not sure how to track. We issued an esimate in April. The tax for the shipping address increase in May. We converted the Esimate to a SO in June. It did not update to the correct tax rate. Has anyone figured out if there is a way to update Estimates if the tax rate changes? Other than manually editing each open estimate?
