Create from Multiple Sales Orders (of different customers) - One Invoice

We need to create One unique invoice monthly for the Sales Orders of customers that didn't request for an invoice (and didn't send their personal info)

Here in Mexico, we need to create an invoice to "Publico en General" (General Public) for the total ammount of sales that customers who didn't request an invoice, how can I do this in Netsuite
