Restrict Customer List on Sales Transactions based on Custom Segment

Hello,

I am trying to restrict permissions of users using a custom segment and cannot seem to make it work. Just wondering if anyone has tried this and found a workaround...

If this doesn't work, is there way to filter the list of customers an employee sees and can create transactions for in the system using permissions? Our users do not have location or department or class restrictions. Any suggestions are much appreciated. Thanks in advance!
