nlapiSetLineItemValue doesn't work?

i'm trying to set a value for a line item using nlapiSetLineItemValue, but it doesn't seem to be working. am i missing something? here's my code:

nlapiSetLineItemValue('item','istaxable',1,'F');


netsuite line machines are 1-based, so the code above should uncheck the Taxable checkbox, but it doesn't. does anyone have any ideas?
