'shipstatus' values (picked, packed, shipped) - how are they identified?

I've got code to send an email upon Item Fullfillment - Shipped.  I don't recall where I got the idea that the value for 'Shipped' in shipstatus is 'C' but I suddenly came to the realization that this must be part of my problem, which I won't go into.

Where can I find the values of these three (picked, packed, shipped)?
Please don't just tell me what they are or if 'C' does indeed equal 'shipped.'  I'm certain I'd seen those values before.  It may have been that I included code to tell me the value of 'shipstatus' and then I just entered that in for a conditional statement after learning this.
