Server Scripts not running on Creation of Drop Ship Purchase Order

I have a requirement to modify a drop ship PO before it is initially saved (ie. in the BeforeSubmit event).  On testing, however, I find that server scripts do not execute when a drop ship PO is created by saving a Sales Order with drop ship items on it.

Drop Ship POs are being automatically emailed to suppliers and so I need to do the update to the PO (adding a calculated shipping cost line) in the BeforeSubmit event for the PO.

I've tested this in the 2007.0 beta and find the same behaviour.  Does anyone know if this is a known issue/is it being targeted with a fix?
