Restricting User Access by Scripting

Can I (with some pointers in the right direction if I can - thanks)

1. I have a custome record with many records and I would like to restrict the records a user can see based on a list filed ?

2. In this record I have fields (based on lists) and I would like to restrict the list based on user

Can I do either of these (with or without scripts)?
