Search for file in file cabinet

Is it possible to use a script to search for a specific file in the file cabinet by file name, and then attach that file to another record?

Specifically, we want to use an event driven script to look at items within a fulfillment transaction, and based on the item attributes, search the file cabinet for a file, and then attach that file to an item record.
