NS Server Time - PST or PDT?

I have a server scripted report which stamps start/stop times.  Recently I noticed the GMT offset started to differ between start and stop.

Actual output today:
Start: Mon Jul 21 2008 08:07:21 GMT-0700 (PDT)
Stop: Mon Jan 21 2008 08:07:35 GMT-0800 (PST)

While the report only took a few seconds in real time, if you were to factor in the indicated GMT offset, the report appears to have taken over an hour.  Is it possible one of the NS servers is incorrectly set for PDT right now?
