Sales Order saved via Web Services not triggering UE script

I've got a web services operation that saves a customer and a sales order.
I have a UE script deployed to these records.

The Customer record fires the UE script deployed to it but the sales order doesn't.

I have a trace statment in the first line of my AfterSubmit method and it never executes for the sales order.

If I create a sales order in the UI the script fires fine.

Anyone encountered this before??
