Looking for a Good Data Dictionary software

Currently we have dozens of customized scripts and functions. I am looking for software to create a custom dictionary linking functions, scripts, forms and fields involved in our scripts.

I would like something that is searchable by any of these variables. Different people would need access to this and be able to update as the code is changed, or developed.

I have thought about access 2010, but i am thinking something online might be better for accessibility.

Has anyone found software that works well  to organize something like this.
