So when charging a credit card on a cash sales, when you click save on the cash sale it asks you to confirm you want to charge the card.

I would like to create a custom code similar to this for orders not using credit card.  I would like when payment method = external and the cash sale is saved it asked the user to confirm, and when they click ok, it send an update to my external website via web services. One my external site sends a status back of approved. It would then allow the cash sale to save.  If approval is not received the cash sale would not save.
