nlapiTransformRecord not working in dev account

Hi All,

nlapiTransformRecord('salesorder',soId,'invoice');
is not working on dev account, i have check the "advance billing" option and "invoice ahead of  Fulfillment" option but still it is not working. same code is working on sandbox and production account.
