Geographic Sales Restrictions

I am attempting to figure out how to create geographic sales restrictions when creating a new sales order.
The idea is that i will have a custom list, "Geo Restriction" with all the countries available to sell to --> The ITEM has a field that links to that custom list and uses a multiple select field to select multiple countries in which the item can be sold to around the world from that list --> which is linked to on the sales order.
I need a way to validate the geo restriction held on the item against the "shipcountry" that is pulled from the customer record when creating a sales order, keeping in mind there will be multiple items selected within the geographic restriction most of the time.
