Seeking a solution to required Y Y Y for credit card authorization in web store.

I am seeking advice on how to make the shopping cart reject an order that does not have a Y Y Y at checkout.  If it is not correct to prompt the buyer to keep trying before it will go through.  It would be great if we are able to set permitters of exceptions.
