Portal that will present news topics for internal messages to employees

;)Does anyone of you guru's have anything already written that you would be willing to share on how I could setup a portal to put on employee dash boards that would present messages to employees.    Something that might scroll the text?    I know I could do with some fields and a plain old report into a search portal, but I was looking for something more "news flashy"  My appreciation for sharing.  Thank you!  PS.  I am not a developer or programming so I would need specific instructions.
