Workflow calling a Worlflow Action Script (limit usage exceed)

I have workflow calling an workflow action script.  The problem is that it only allows a limit of 1,000.  Every now and then, i would get an error that my script has exceeded the limit.
is there anyway i can work around this?  I would prefer a scheduled script that has a limit max of 10,000...but it can only every 15 minutes.

I would like my script to run every time an item receipt is created.  This is why i created a workflow that calls a wf action script.
