Portlet Links and Indent Wrapping

Trying to make sure that I'm not missing something simple.  I'm creating a very basic portlet script to display links (both Netsuite links and external links).  The portlet will be used across different centers and on different tabs which is why I'd prefer not to go the center links route.  So it is basically like a shortcuts portlet but with links assigned by the company instead of by the user.

Is there a way to create multiple columns of links when the custom portlet is placed in a wide column on the dashboard but display in a single column when displayed in a narrow column?  For example the built-in "Shortcuts" portlet does this by default.  If I have 9 shortcuts and I place the Shortcuts portlet in a narrow column, then the shortcut links are displayed in a single column of nine links.  If I place that portlet in a wide column, then I get three columns with three links each.
