Workflow Event definition not recognising Countries

I have written a workflow and I cannot test for a shipping country. As soon as I add the term in the workflow does not recognise the criteria and does not run on the transaction. I can toggle the workflow to use = or != and neither condition is not met, which is not logical because the test must be one or the other. Here is the code I am trying to use

({paymentmethod.id}=13) AND ({shipcountry}='Indonesia')



I haver tried putting Indonesia in single quotes, double quotes and without quotes and I will not run.
