Ship To for PO--how to source it.

Good day!

no matter what I try to do, I cannot set Ship To on a PO.
Can anyone help point me in the right direction to set Ship To address for a PO?.

The exact error message I receive is:
Invalid Key or Ref
Invalid shipto reference key


I have tried sourcing the default shipping address from the customer record, no dice.
I try to set it to a default, no dice.
I have tried using the line number for shipping address, no dice.
I have tried using the internal ID for shipping address, no dice.

The shipping address is never used and even when I make a new form that does not include Ship To, the form will still request it.
