Integrating the UPS Ratings API in NetSuite

I have been researching this for days, and I feel lost. I need my users to be able to check shipping rates using the UPS Ratings API directly from a Sales Order record in NetSuite. Now, while I am experienced with JavaScript and PHP, I've never really done anything like this before, and I fear that my research is just confusing me. So can someone please give me a general overview of what I need to do?
