Updating ship carrier and ship method on Item Fulfillment

I have a Sales Order after submit that automates creating a Fulfillment. I also have a Fulfillment before load that changes values (ship method, ship carrier) based off of the Sales Order. How do I get the fulfillment before load to fire when the Sales Order after submit is creating the Fulfillment? It is working fine in the UI
