Duplicate detection by multiple criteria

It would be nice to be able to detect duplicate records by multiple criteria using OR and AND. Not just by AND.

So, a customer record is checked by phone or address or email instead of
phone and address and email.

This is also important for existing customers ordering on line by registering as new customer and using a different data than the ones in their records.

Any idea of how we can change the registration so the customer is detected if any of their fields entered is matched?

Merging additional customer records created this way is very time consuming.
