Make Tab buttons into 2 rows, roll over dropdown on tabs

I would like to change the appearance of the tabs on the top of the pages so that they appear in 2 rows instead of one. We can change the colors, text format, etc. We see how to do that in HTML. But we can't find how to make it into 2 rows.

Also, we would like tabs work like they no in NetSuite - getting the dropdown when you put the cursor over the tab.

Help, please.
