Logic within <%= %> tags?

I'm trying to overwrite the breadcrumb trail tag, but I need to put some logic in there. My question is, can I put stuff in between the <%= %> tags?

Like, can I do <% if(something) then doThis else doThat %>? What language is called in those tags?
