out of stock not working

Hello,
We are converting our websites to Netsuite using advanced customization and have a few items that are out of stock.
I am trying to get the items to display the custom out of stock warnings I put in the individual item page under the store tab.
They are not working.
I have set the website to "disallow backorders but display out of stock warning" and I have set the individual items to this out of stock behavior at the same time, no luck. I have tried setting "disallow..." on just the web setup page, and had the item backorder behavior as default. Again no luck. I have tried setting the backorder behavior on the web set up tab to everything, including remove item, still, the item shows up, just like any other item with a quantity greater than 0.
