css breaks when viewing cart but not when purchasing an item

I'm working on a custom theme and am experiencing something pretty strange:  when I purchase an item and am taken to the shopping cart page, everything looks fine - my external styles are applied and everything looks great.  However, when I click the View Cart link (which I inserted using the standard website tag <NLCARTLINKHTML>) my css stylesheet is not applied.


The stylesheet is simply located in the site's root directory: live hosting files > site.  Has anyone experienced an issue like this before?  I'd really like to know what I can do about it.
