Related Items in "non-primary" web store

I am not sure if I am missing something or if there is a bug in multiple web stores. I cannot get any related items to show in my second web store, do I need to enable related items somewhere?

If I go to Set Up/Web Site/Related Item Groups at the bottom left there is a filter for the web store and it says All/Site1/Site2. If I select Site2 and add a new group and add a product to that new group and "Save" the new group appears under the Site1 filter and you cannot edit and change this.
