Shipping Estimator...Modification with Scripting

Okay I am aware of this post Shipping Estimator customization the posts seem to tail off so perhaps a solution was had but we need to reimplement this on our site. We too have a zero cost shipping item call Will Call and it too appears every time on the shipping estimator because it has zero costs. We have many confused customers who live in Alaska and think they are getting a deal because they chose will call instead of shipping it.  Is there anyway to default this to UPS Ground or a shipping item of our choosing?  It doesn't appear that this is native in NS but mayhaps
