Custom Checkout - skip steps

My client wants to discourage shipping of their item.  So in the shipping section I have added a new step to where the customer has to verify that they want shipping.  This is the first step.  My question is if they answer no how do I skip the shipping address and shipping method steps.  I have turned off the render option all that does is still goes to the step but nothing loads.  How do I just go right to billing section?
