Published saved searches not using selected layout

This one has been driving me nuts...  I have set up published saved searches in the past without any problems, but over the last month or so I have tried in several different accounts and they all behave the same way. No matter what item search I use, or which layout I select in the published saved search drop-down, NetSuite ignores it. It uses the content from the list template, but ignores the <NLITEMLIST>  tag completely.  after the end of the list template, it outputs a table-based layout that looks exactly like the saved search would when running it on
