SSP Reference Checkout help

I'm at a loss. How do I get the cart to display the price INCLUSIVE of tax (GST - Australia)?

In fact, how do I modify anything? I can get the custom css file in custom checkout to work and take precendence, but I can't seem to modify any template files with any level of success.
