Create Web Store Account Over The Phone

Apologies if this is the incorrect place to ask this, I'm new to the user forms. We're currently implementing Netsuite to replace Sage Platinum and Xcart. We have one issue that we can't find an elegant solution to: customer passwords.
First Problem:
We're unable to import current customer password for our 80K Web users from our Xcart store into the Suitecommerce store. The web store will not allow them to create an account with their existing email address as it's already been imported, the system will also not let them use the "forgot password" link in Reference Checkout 2.04. It responds with the error: "The supplied email has not been registered as a customer at our Web store."
