Tax for guest

Hello everyone,
we are trying to display prices tax inclusive for all users.
We have to pay Sales Tax in European Union but not for some other countries.
The thing is -  it actually works when user is signed in and has a shipping/billing address filled - then it shows a correct price everywhere on our web store.
On the other hand when the user is new to the site, it shows 20% tax which is default for UK. The web site uses geo location so I am able to find out where the user is, I basically have all the information needed but I do not know how to tell the items/api/system that.
