Duplicate Subtab Appears and Parent Subtab is Ignored

I have a Custom Subtab on "Transaction" defined, called "Licensing".  I also have a Custom Record Type which has an "Invoice" field with "Record is Parent" checked.

If the "Parent Subtab" on the "Invoice" field is set to "Licensing" then when I view any Invoice record, I see a Sublist appear under the "Licensing" subtab alongside some other Custom Sublists assigned to the "Licensing" subtab.

HOWEVER, if I choose ANY OTHER value (such as "Related Records") for "Parent Subtab" then when I view any Invoice record I get TWO "Licensing" tabs!  One tab has the Custom Sublists I assigned, and the other has the Child Record Sublist (based on the Record is Parent setting).  The "Parent Subtab" I actually chose, such as "Related Records" will NOT have the Child Record Sublist.
