Permission needed for mail merge of custom record

I have created a custom record a couple of years ago.  It just came to my attention that one of our employees does not have the "email" option under the "Create New" icon.  Everyone else has this.  I am certain this is a permissions problem but cannot figure out the correct permission.  Any suggestions?
