User Permission | Custom Record

Any help is greatly appreciated.  A custom record will be created where:

1.  2 roles will be granted permission (I got this) and
2.  An individual sales rep should be granted access on a per record basis.

Is there a way to grant access to a user (sales rep) to a singular custom record.  Example would be allowing a user access to their historical monthly commission data archive.
