Customize Item Receipt Form?

We require Depts and Classes to be filled on our account settings, but is there a way to customize the item receipt form so that this is not required?  I am able to do this with other forms through the customization menu, but I don't see the item receipt form in either the entry forms list or in the transaction forms list.  Thanks
