Entity>Custom Field>Multiple select. Must it be mandatory?

Hello All, I am banging my head against the wall on this and need to determine if it is an error or if this is the desired functionality. :h_a_w:

I have a multiple select, custom field created for entities.  I had this custom field set as mandatory.  I no longer want it to be mandatory.  I have unchecked the mandatory box, applied to forms.  No matter what I do this field remains mandatory.  I have looked at the list associated with this field and there are no mandatory check boxes.

I know multiple select fields in items are allowed to be both mandatory, and not mandatory.  As this is the only multiple select field I have created for entities, I am not sure if mandatory is allowed to be toggled.
