Attaching a link or pop up to a custom field

What is the best way for us to set this up?

We have a field in the line item column called X.  When a sales rep puts the information in the field we want there to be a pop up or a list of certain fields within that field that need to be filled out. 

Anyone know the best way to make this happen without scripting?
