Out of Jurisdiction (OOJ) customers

How can we determine Out of Jurisdiction (OOJ) customers?
I have a list of Cities (in Excel) that determine what is In-Jurisdiction.
If their “bill to” City is not within the list-- it would be considered Out of Jurisdiction.

Can we add a formula field or create a saved search to identify Jurisdiction(in or out)?
