Trouble with email templates NL Tags

I am trying to create an email template for Drop Ship Purchase Orders that will ship the Ship To customer in the Subject line.  I cannot for the life of me get this field to show up.  I know the tag should be <NLSHIPTO> but its not in my list of ones to choose from. 

So, I thought I would be clever and create a custom field on the purchase order that sources this field.  I did that.  I now have a custom field that sources the ship to customer and that works great.  However the tag for this field still does not work on the template.
