Enable Field Group on Custom Form

Hello,
NetSuite help suggests that the Field Groups subtab will only appear on custom form pages only after you have upgraded and deployed the standard forms in your account.

What does this mean? I'm not quire sure how to get this on my custom forms for customer type records.
