sourcing and filtering values

I have asked this in another forum in a different way but I wanted this may be the best area.

If you have a custom child record of Item Fulfillment with a field that references an Item, how can you filter and source that field so that it only uses the values from that ItemFulfillments  Item sublist?

I would think this should be easy but I have had no luck and it shows all items
