Reverse order of Expenses and Items Sublists on Purchase Order Form

We've enabled Expenses on Purchase Orders and the Items Subtab now contains two Sublists (Expenses and Items). We most frequently use Items on the purchase orders and if we could make this the first / left most sublist it makes data entry a little more efficient.

I'm familiar with form customisation but couldn't see any way to do this.

Is it possible?
