"Purchase Order" not available in Create New Bar when accessing a Vendor Record as SalesRe

I'm hoping someone can point me in the right direction here.  We have a Sales Rep role that needs access to create Purchase Orders. Simple enough.   I have given them all of the appropriate permissions.  They can create purchase orders by navigating the menus...Customer....More Transactions...Purchase Orders.    However, I would like them to be able to create a Purchase Order directly from a Vendor record (via the Create New Bar) so that they don't have to type in the Vendor Name again.  However, I can't seem to get "Purchase Order" to show up in the Create New Bar.   I can add
